This project delivers a comprehensive, science-based assessment of national and non-state climate policies and pledges, with the aim of supporting global climate progress and informing the second Global Stocktake under the Paris Agreement. By tracking how countries and key actors are raising their ambition and turning climate commitments into action, the project provides critical insights on global progress towards net zero emissions.

Specifically, NewClimate contributes to:

  • collecting and quantifying the most recent climate policies and targets from major emitters, and making this information publicly accessible via the Climate Policy Database;
  • developing a robust protocol to translate policy efforts into model inputs;
  • evaluating countries’ pledges in terms of fairness, transparency, and alignment with the Paris Agreement goals;
  • and assessing the ambition and implementation of pledges from non-state actors in relevant sectors.

The findings directly inform the second Global Stocktake by offering transparent, up-to-date evidence on the credibility and implementation of climate targets. This contributes to a clearer understanding of the ambition and implementation gap and supports more effective ambition-raising and policy-adoption in the years ahead.

The analysis will be carried out by a transdisciplinary consortium of more than 20 national and international organisations with specialised expertise on climate policy. It is a follow-up to the Horizon 2020 ELEVATE project.
