Non-state climate initiatives under the GCAA represent a key means to rapidly bridge the gaps in current climate action. This report identifies some 300 international cooperative initiatives worldwide, noting Nordic stakeholders among the most active participants within these initiatives. The analysis recommends continued Nordic support for initiatives with strong commitments to effective and transparent action. It also filters out...

Carbon pricing options for international maritime emissions
Publication date 19 Mar 2019

In this paper we explore three different options for a market-based measure to address the climate impact of international shipping: an offsetting scheme, a maritime emissions trading scheme, and a climate levy. We propose four criteria to evaluate the choice of a market-based measure in the sector, apply these criteria to the three options, and make recommendations as an input into discussions on carbon pricing for the International Maritime Organization. We conclude that a climate levy would be the most appropriate measure to help decarbonize the sector in keeping with the goals outlined in...

1,5°C: Was Deutschland tun muss
Publication date 14 Mar 2019

Realizing the promise of Paris: Roadmap to a safer climate
Publication date 23 Jan 2019

In this policy brief, the Natural Resources Defense Council (NRDC) and NewClimate Institute assess 24 practical and realistic actions to implement between now and 2030 as key elements to cut greenhouse (GHG) emissions significantly by 2030. They include such actions as deploying more renewable energy, transitioning away from coal, boosting energy efficiency, accelerating electric vehicle deployment, and ending deforestation. Main findings: The world can get on a 2℃ pathway by 2030 with “On Track” and “Scale Up” actions The implementation of just 19 of these actions can put the world on track...

A research roadmap for quantifying non-state and subnational climate mitigation action
Publication date 19 Dec 2018

Non-state and subnational climate actors have become central to global climate change governance. Quantitatively assessing climate mitigation undertaken by these entities is critical to understand the credibility of this trend. In this Perspective, we make recommendations regarding five main areas of research and methodological development related to evaluating nonstate and subnational climate actions: defining clear boundaries and terminology; use of common methodologies to aggregate and assess non-state and subnational contributions; systematically dealing with issues of overlap; estimating...

Are the G20 economies making enough progress to meet their NDC targets?
Publication date 17 Dec 2018

This study compares projected GHG emissions in the G20 economies under current climate policies to those under the GHG targets outlined in the nationally determined contributions (NDCs). It is based on an assessment of official governmental estimates and independent national and global studies. Findings: Highlights: Almost all G20 members are making progress in implementing climate policies. Eight G20 members are on track to meet their unconditional NDC targets. The other G20 members require enhanced policies to achieve their NDC targets. For many G20 members emissions continue to increase...

Climate Action Tracker global update: Some progress since Paris, but not enough, as governments amble towards 3°C of warming
Publication date 11 Dec 2018

In this briefing, the Climate Action Tracker's (CAT) estimate of the total warming of the aggregate effect of Paris Agreement commitments and of real-world policy show little change. If all governments achieved their Paris Agreement commitments the world will likely warm 3.0°C—twice the 1.5°C limit they agreed in Paris. Projections Underneath the lack of progress at the global level, however, the CAT has detected real movement in a number of countries which, if extended, could bend the global emissions curve downward. Of the 32 countries the Climate Action Tracker follows, no government has...

The Climate Change Performance Index 2019
Publication date 10 Dec 2018

Developed by NewClimate Institute, Germanwatch and CAN, the index ties in with the global Climate Change Performance Index by Germanwatch, a rating of the 58 largest emitters of GHG emissions globally that has been published annually since 2006. Description: Three years after the adoption of the Paris Agreement, global climate action is not yet sufficient to limit global warming to well below 2°C and to pursue efforts to limit warming to 1.5°C. In order to achieve the Paris targets, more ambitious climate action is needed. In the context of the newly released special report Global Warming of 1...

Greenhouse gas mitigation scenarios for major emitting countries – Analysis of current climate policies and mitigation commitments: 2018 update
Publication date 05 Dec 2018

This report by NewClimate Institute, PBL Netherlands Environmental Assessment Agency and the International Institute for Applied Systems Analysis (IIASA) provides an overview of projected greenhouse gas (GHG) emissions in 25 major emitting countries/regions up to 2030, taking into account the emission trajectories based on current policies and the implementation of nationally determined contributions (NDCs). The report concludes that 16 out of the 25 countries and regions analysed are not on track to achieve the NDC targets they have set for themselves. This report updates the 2017 report...

The Emissions Gap Report 2018: A UN Environment Synthesis Report
Publication date 27 Nov 2018

This is the 9th edition of the UN Environment Emissions Gap Report. It assesses the latest scientific studies on current and estimated future greenhouse gas emissions and compares these with the emission levels permissible for the world to progress on a least-cost pathway to achieve the goals of the Paris Agreement. This difference between “where we are likely to be and where we need to be” is known as the ‘emissions gap’. As in previous years, the report explores some of the most important options available for countries to bridge the gap. NewClimate Institute staff ( Frederic Hans, Niklas...

Allianz Climate and Energy Monitor 2018
Publication date 26 Nov 2018

The Allianz Climate and Energy Monitor ranks G20 member states on their current attractiveness as potential destinations for investments in low-carbon electricity infrastructure. It further considers their current and future investment needs in line with a trajectory compatible with the 2°C/1.5°C temperature limits of the Paris Agreement. Key findings : France now most attractive for renewable energy investments, Brazil climbs 5 ranks and Italy 4 ranks with much improved conditions. All countries need to improve their policy framework for required low-carbon investments. Germany loses first...

Brown to Green Report 2018
Publication date 14 Nov 2018

The G20 transition to a low-carbon economy This report assesses how far the G20 countries have progressed in their transition from a “brown” economy based on fossil fuels to a “green” low-carbon and climate resilient economy. Executive summary: The emissions gap: Collectively, the G20 needs roughly to halve emissions in 2030 to meet the Paris goals, but adequate long-term strategies to do so are still lacking. Currently, nationally determined contributions (NDCs) would lead to a global temperature increase of around 3.2°C. None of the G20 NDC targets for 2030 is in line with the Paris...

Bridging the emissions gap - The role of non-state and subnational actors
Publication date 11 Sep 2018
