Paris Agreement Rulebook: Huge achievement but alone grossly insufficient

The adoption of the Paris rule book at COP24 in December 2018 was a historic moment for climate diplomacy, but it alone will not save the climate. The adoption shows that multilateralism can work – that countries can make joint decisions even in an era of rising populism.
