The Climate Change Performance Index monitors climate mitigation progress of 63 countries and the European Union, together responsible for more than 90% of global emissions.

This is the 2024 edition of the United Nations Environment Programme (UNEP) Emissions Gap Report series, which tracks our progress in limiting global warming well below 2°C and pursuing 1.5°C in line with the Paris Agreement.

In our 2024 update report, we modelled greenhouse gas (GHG) emissions towards 2030 based on countries’ policies as of July 2024 and compared these emissions to countries’ current NDC targets to evaluate whether countries are on track to meet them.

National and international climate policy advances in many areas but also faces substantial domestic hurdles in others. In this publication, we outline critical national and international climate policy developments from 2023.

Full implementation of existing policies and actions could result in 2030 emissions below 2019. Out of the 25 countries analysed, 13 are on track to meet their current NDCs.

This study projected greenhouse gas emissions to evaluate the progress of 25 countries towards their original and updated NDCs. It found that almost one-quarter of the countries submitted more ambitious, updated NDCs without adopting sufficient policies to meet their original targets. Additionally, in most countries, updated NDCs lead to emissions above current policies. The findings also suggest that these patterns are influenced by national constraints, especially reliance on fossil fuels. Appropriate sequencing of ambition raising and policy adoption is urgently needed to translate the Paris Agreement into action.

Despite the collective increase of policies in force, countries can still expand climate policy to use the full breadth of mitigation options available.

In this analysis, we demonstrate how global progress across a range of sectoral emission indicators can be assessed using performance distributions to allow for a detailed and nuanced analysis without singling out individual countries.

Developed by Germanwatch, NewClimate Institute and CAN, the CCPI analyses and compares climate change mitigation efforts across 59 countries (plus EU as a whole). Together these countries account for 90 percent of global emissions. The index aims to enhance transparency in international climate politics and enable comparison of mitigation efforts and progress made by individual countries.

Few countries improved their NDCs since 2021 Glasgow call to update targets. Out of the 25 countries analysed, 11 are on track and 14 are off track to meet their current NDCs. Iran and Türkiye are yet to submit updated NDC targets.

Research shows the emission projections to 2030 for the G20 improved slightly but remain insufficient to meet Paris Agreement temperature goals.
