The Climate Change Performance Index is an instrument to enhance transparency in international climate politics. It aims to encourage countries which have, up to now, failed to take ambitious actions on climate protection as well as to highlight countries with best-practice climate policies. The index evaluates and compares the climate protection performance of the 58 largest emitters of GHG emissions globally and has been published annually since 2006.
The index, developed by Germanwatch, NewClimate Institute and CAN, is based on objective emission indicators, renewable energy, and energy use but also on the national and international policy assessment of about 300 experts from their respective countries.
